The Holmes Chapel Community Safety Action Group (HCCSAG) was established to provide the local community with a means to address local community safety issues on a medium to longer-term basis.
The HCCSAG will identify, promote and support implementation of agreed safety initiatives, based on best practice principles and processes. This will include providing support to appropriate safety initiatives brought to the HCCSAG's attention by the Congleton Community Safety Partnership Programme.
The HCCSAG will focus on specific safety and related quality of life issues in and around the local communities of Holmes Chapel, Cranage Goostrey & Brereton will be included. In the context of safety, this will include crime, disorder, and antisocial behaviour and road safety issues.
The HCCSAG will consist of members who represent the agencies or authorities listed below, this will be known as the core membership.
- Education
- Police
- Parish Councillors
- Congleton Borough Councillors
- Community Safety Wardens
- Youth services
- Business
- Residents of Holmes Chapel Area
In addition to the above there will be occasions when it is necessary to invite additional attendees as is deemed necessary. This must include representation of youths and other local community groups when addressing specific youth related issues.
The HCCSAG will be responsible for the creation of a local community safety action plan. This plan will be created following identification and analysis of current issues and concerns. The action plan will include reference to the following:
- Agreed issues
- Metrics
- Problem solving output
- Cost benefit analysis
- Medium and long term initiatives/actions
- Source of funding
- Resourcing requirements
The HCCSAG will be responsible for the monitoring and reporting of progress to plan and for the reporting of progress to Congleton Community Safety partnership
In working with the agencies the HCCSAG will support Congleton Community Safety Partnership communications strategies to inform the local community of its progress.
The HCCSAG members will ensure that appropriate consultation regarding safety is undertaken within their agencies and that advice from their agencies is fed back to the HCCSAG.
It is essential that each HCCSAG member regularly reports back to the their respective agencies and/or constituencies on the HCCSAG's work.
The HCCSAG is not intended to be a short-term function, but to become a key local community group to implement sustainable longer-term solutions to address safety issues. Thus these Terms of Reference will be reviewed every 12 months.
Where appropriate the HCCSAG members will be invited to attend training or awareness sessions to assist them with their task.
Out of Scope
To minimise duplication of effort and for clarity of operations, the HCCSAG will not be responsible for the following:
- Undertaking of any Antisocial Behaviour Contracts or Orders where this is required reference must be made to the Congleton Community Safety Partnership Antisocial behaviour sub group and existing procedures.
- The deployment of agency or community resources, unless approval has been given by them to do so.
